Does UAE e-invoicing apply to freelancers and sole establishments?

Last verified 14 October 2026 against the linked decisions.

It depends on who you invoice, not on how small you are. Any person conducting business in the UAE, for every business transaction, unless the person or the transaction is excluded. Business-to-consumer transactions are not subject to the system, and a person engaged exclusively in them is not subject to it, until a further decision by the Minister. That sentence is the whole test. A freelancer with one company client is in scope for that client's invoices. A freelancer who only ever sells to individuals is not, for now.

The three cases

VAT registration does not enter into it: Ministerial Decision No. 243 of 2025, Article 3 sets no such condition.

Your dates

A freelancer or sole establishment is almost always under the AED 50 million revenue line, which puts you in the second wave:

For most freelancers the free allowance covers a year of invoicing. The real cost is time: choosing a provider, fixing customer records, and changing a habit.

What to do this month

  1. List your business customers and collect each one's tax registration number. An e-invoice without correct customer identifiers is rejected.
  2. Decide how you will invoice. If you use Word, Excel or PDF, you will need either a provider's own portal or a small invoicing tool that is, or connects to, an accredited provider.
  3. Shortlist two providers that fit that choice, and ask each how the free invoices are applied.
  4. Appoint one before the deadline, then test a single invoice with a friendly client well before the go-live date.

Where this comes from

Scope and the consumer exclusion: Ministerial Decision No. 243 of 2025, Article 3 and Ministerial Decision No. 244 of 2025, Article 5(2). The free-invoice obligation: Ministerial Decision No. 168 of 2026, Article 9(4).

I work on a freelance permit, not a company licence. Does it still apply?

The scope article applies to any person conducting business in the UAE, without distinguishing permit types. Scope does not depend on VAT registration. I invoice one client abroad. Am I in scope?

The decisions we cite set the scope by who you invoice and list specific exclusions; they do not single out exports in the text we have read. Treat it as unresolved and ask an accountant before deciding, rather than assuming either way.

I am under the VAT registration threshold.

That does not take you out of scope. Scope does not depend on VAT registration. The scope article applies to any person conducting business in the UAE and sets no VAT registration condition.
